As a result of provincial and federal regulations, the Capital Regional District (CRD) was mandated to provide wastewater treatment for its seven core area municipalities and the Esquimalt and Songhees Nations by December 31, 2020.
Kirk & Co. provided the CRD with strategic communications, engagement, and community relations services for the Wastewater Treatment Project. We supported the CRD in developing and implementing a stakeholder and community engagement program for the project’s construction phase, which included strategic communications planning, communications materials production, issues management, public and community engagement, media strategy, advertising, and internal communications support.

Background
On December 15, 2020 the Capital Regional District announced that it is providing tertiary treatment for wastewater from the core area municipalities of Victoria, Esquimalt, Saanich, Oak Bay, View Royal, Langford and Colwood, and the Esquimalt and Songhees Nations.
- McLoughlin Point Wastewater Treatment Plant – Located at McLoughlin Point in Esquimalt, the treatment plant provides tertiary treatment to the core area’s wastewater.
- Residuals Treatment Facility – Residual solids from the wastewater treatment plant are piped to a Residual Treatment Facility at Hartland Landfill, where they are turned into what are known as “Class A” biosolids. These biosolids are a high quality by-product suitable for beneficial use.
- Conveyance System – The conveyance system refers to the ‘pumps and pipes’ of the Wastewater Treatment Project. This system carries wastewater from across the core area to the treatment plant, and residual solids to the Residuals Treatment Facility at Hartland Landfill.
